Rhode Island Solar Incentive Programs
Rhode Island's Two-Path Solar Decision
Unlike most states where one program dominates, Rhode Island homeowners must choose between two mutually exclusive incentive tracks. Understanding this choice is the most important step in going solar here.
REG and REF Cannot Be Combined
Rhode Island's two main incentive programs are mutually exclusive. You cannot enroll in the Renewable Energy Growth (REG) long-term tariff AND receive a Renewable Energy Fund (REF) upfront grant on the same system. Understand both before contracting.
Path A: REG Tariff
Fixed rate for ALL production for 15 or 20 years, paid monthly by Rhode Island Energy. No net metering needed.
- Locked rate regardless of future utility changes
- Paid on all production, not just excess
- 15 or 20-year contract options
- Enrollment opens ~April annually
- No REF upfront grant
- Limited residential allocation, waitlist likely
- Utility buys power; you buy electricity at retail
Path B: Net Metering + REF Grant
Net metering credits near the full per-kWh rate for usage offset, plus an REF upfront grant of up to $14,500.
- REF grant $1.65/W up to $14,500 upfront
- Storage adder $5,000 if adding battery
- Available in 3 rounds per year (May, Jul, Oct)
- Credit rolls month-to-month through billing year
- Excess above your usage is credited at a lower avoided cost rate
- REF funding rounds fill quickly
- No 20-year rate lock
Which Path Is Right for You?
The REG program typically produces better long-term returns for most homeowners, 28.65 to 31.55 cents per kWh for all production is exceptional when current retail is ~$0.27/kWh. However, it has limited slots and opens once a year. If you miss the REG window or the allocation is full, the REF + net metering path still produces solid economics. Talk to your installer about both options before signing a contract.
All Rhode Island Solar Incentives
Updated for 2026. Federal ITC expired December 31, 2025 for residential owners.
Renewable Energy Growth (REG)
Rhode Island Energy's flagship solar program. Fixed tariff paid on all production for a 15 or 20-year contract term, administered by Rhode Island Energy with oversight from the Distributed Generation Contracts Board. Rate depends on contract length and system size (up to 25 kW DC). Enrollment typically opens in April; residential allocation is limited.
Cannot be combined with REF grant or net metering.
Renewable Energy Fund (REF) Grant
Upfront grant funded by the Rhode Island Commerce Corporation and administered through licensed installers. Applied directly as a discount to your system cost at installation. Rate: $1.65/watt DC, maximum $14,500 per direct-ownership project (systems up to 8.8 kW; larger systems receive the maximum). Requires 80%+ shade analysis score. 2026 rounds: May 1, July 17, October 16.
Storage adder: $2,000 additional for solar + battery systems.
Net Metering
Rhode Island credits rooftop solar output up to your on-site usage at most per-kWh charges on your bill (supply, distribution, transmission and transition). Output above your usage is credited at the wholesale ISO-New England price. A 20% credit reduction enacted in 2023 applies to large ground-mounted remote projects, not home rooftop systems.
The credit covers the supply, distribution, transmission and transition charges on the usage you offset.
Sales Tax Exemption
Rhode Island exempts solar photovoltaic equipment and installation from the state's 7% sales and use tax. Applied automatically at point of sale, no application required. On a $20,000 system, this saves approximately $1,400.
Property Tax Exemption
Residential solar systems placed in service after December 31, 2015 are exempt from Rhode Island property tax under R.I. Gen. Laws 44-3-3(a)(48), with no statutory end date.
ConnectedSolutions Battery Program
Rhode Island Energy's demand-response program pays battery storage owners for dispatching stored energy during peak summer demand events (June to September). Earn approximately $225 per kilowatt of capacity per year. Available to both net-metered and REG participants. Requires utility remote dispatch capability during roughly 60 events per summer.
Federal Investment Tax Credit
The 30% federal Residential Clean Energy Credit (Section 25D) expired December 31, 2025. Cash purchasers and loan buyers no longer receive a federal credit. Third-party-owned systems (leases/PPAs) where the installer is a commercial entity may still be eligible for the commercial Section 48E credit if construction began by July 4, 2026, or if the system is placed in service by December 31, 2027; ask your installer.

Timing Matters
REG enrollment opens once per year and residential slots fill quickly. If you're planning a system for 2026, contact Rhode Island Energy about the next enrollment window now. Missing the window by weeks can mean waiting a full year or falling back to the net metering + REF path.
REF Grant Program Details
The Renewable Energy Fund is administered by Rhode Island Commerce Corporation. Grants are applied at installation through your installer, you don't apply directly.
| Detail | Specifics |
|---|---|
| Base grant rate | $1.65 per watt DC installed |
| Maximum grant | $14,500 per residential project |
| Max system size (at max grant) | ~8.8 kW |
| Storage adder | $2,000 additional for solar + battery systems |

| 2026 funding rounds | Round 26-1: May 1 / Round 26-2: July 17 / Round 26-3: Oct 16 |
| How it's applied | Installer applies on homeowner's behalf; discount applied upfront to system cost |
| Shade requirement | 80%+ Total Solar Resource Fraction (shade analysis required) |
| Must pair with | Net metering enrollment (cannot pair with REG) |
| Grant amounts subject to change | Yes, confirmed by CommerceRI: "all funding levels subject to change" |
How REF Grants Work
You don't apply yourself, your registered solar installer applies to the REF program on your behalf. The grant money goes directly to the installer, who passes the savings to you as a reduced system price. Make sure your installer is registered with Rhode Island's Department of Business Regulation (required by law since 2023) and is familiar with the REF round schedule.
Incentive Stack Summary
Based on a 7 kW residential system with estimated pre-incentive cost of $21,000.
| Incentive | Path A (REG) | Path B (Net Metering + REF) |
|---|---|---|
| REG tariff income over 20 years | ~$16,000 to $22,000 est. | Not available |
| REF upfront grant | Not available | $11,550 (7 kW × $1.65/W) |
| Net metering bill savings | Not applicable | Near full per-kWh rate on usage offset |
| Sales tax exemption (7%) | ~$1,470 | ~$1,470 |
| Property tax exemption (20 yr) | Applies | Applies |
| Federal ITC (Section 25D) | Expired 12/31/2025 | Expired 12/31/2025 |
| ConnectedSolutions (battery only) | ~$225/kW/yr if battery added | ~$225/kW/yr if battery added |
REG income estimate assumes 8,400 kWh/year production at 2026 REG rates (28.65 to 31.55¢/kWh) for the contract term. Net metering savings depend on actual production and usage offset. All figures are illustrative.
Honest Assessment
Rhode Island is a genuinely strong solar state, but the incentive structure requires more research than most.
Rhode Island Solar Advantages
- REG tariff (28.65 to 31.55 cents/kWh for 15 or 20 years) is among the best in New England
- Very high electricity rates (~$0.27/kWh) make solar economics excellent
- 7% sales tax exemption, automatic, no paperwork
- 20-year property tax exemption protects home value
- REF grant provides meaningful upfront cost reduction
- ConnectedSolutions pays battery owners for grid support
- Relatively compact state, all installers familiar with RI programs
Rhode Island Solar Challenges
- REG and REF are mutually exclusive, you must choose
- REG enrollment is annual and limited, easy to miss
- Excess generation above your usage is credited at a lower avoided cost rate
- REF rounds fill quickly, round timing matters
- Federal ITC expired, no 30% federal credit for 2026
- Small state = limited roof space and shading issues in dense areas
- REG grant amounts can change per funding round
Estimated Payback Period
With REG tariff: 10 to 14 years (depending on production and whether you factor in REG income as an offset to system cost). High producers in Xcel territory do well. With REF + net metering: 12 to 16 years with no federal ITC. Payback improves significantly if electricity rates continue rising. Rhode Island's high baseline rates mean solar delivers strong lifetime savings regardless of path.
