Net Metering (ORS 757.300)

Active ▼

Oregon's net metering law (ORS 757.300) requires all utilities, including investor-owned utilities and rural electric cooperatives, to offer net metering. The Oregon Public Utility Commission (OPUC) oversees implementation and approves each utility's specific credit rates.

PGE Export Rate Change Pending: Portland General Electric has proposed reducing export credit rates for new net metering customers by 20 to 70%, with tiered compensation structures replacing full retail crediting. OPUC proceedings were ongoing as of early 2024. Confirm current PGE export rate with PGE or OPUC before signing a contract. Customers already enrolled in net metering may be grandfathered under their current terms.

Property Tax Exemption (ORS 307.175)

Active Through 2029 ▼
Important: Oregon's property tax exemption exempts only the added value from your solar installation, not the full system cost. This means the assessor does not increase your home's assessed value by the amount the solar system adds, so you pay no additional property taxes because of solar. It does not reduce your existing tax bill.

State Income Tax Credit (ORS 316.116)

Expired 2018 ▼
This program has expired and is no longer available. Oregon's residential solar energy tax credit (ORS 316.116) expired on January 1, 2018. The Oregon Legislature has not enacted a replacement. No state income tax credit is currently available for residential solar installations in Oregon.

Oregon homeowners installing solar in 2025 cannot claim any Oregon state income tax credit. The OSSRP rebate and Energy Trust rebates are Oregon's primary state-level solar incentives for current installations.
